  • Monitored state legislation that affects member organizations, including the QBS legislation and a licensing bill that affects the National Council of Examiners for Engineers and Surveyors, among others.

  • Monitored the National Flood Insurance Program Fairness Act (H.R. 1816) that would amend the National Flood Insurance Act of 1968 to ensure that homeowners receive adequate notice of flood map changes and a fair opportunity to appeal such changes.

  • Monitored the Subcontractor Protection Act (H.R. 1218) to study amendments made to the Small Business Act that would provide a penalty to federal contractors for failing to subcontract with small businesses.

  • Monitored the Hydrographic Services Amendments of 2003 (H.R. 958) and their authorization of certain hydrographic services.

  • Monitored the Electric Consumers Protection Act of 1997 (S.237) that would amend the Fair Labor Standards Act of 1938 by clarifying minimum wage and overtime compensation exemptions as required for select construction, engineering, and design professionals.

  • Monitored the High Plains Aquifer Hydrogeologic Characterization, Mapping, Modeling and Monitoring Act (S.212) and tracked its legislative progress.

  • Monitored the Clean Water Infrastructure Financing Act of 2003 (H.R.20) and tracked its legislative progress.

  • Monitored the Flood Loss Mitigation Act of 2003 (H.R.670) and tracked its legislative progress.

  • Monitored the Contractor Responsibility Act (Blacklisting Bill), which allows contracting officers to prevent private contractors from receiving federal contracts simply by alleging noncompliance.
