The C.L.A. Group has already satisfied client
needs simply by helping them fulfill their individual goals through
meetings with members of Congress and plentiful opportunities to
voice support or opposition to legislation that affects the clients.
These are true measure of success.
Victories, however, are different than successes
because they consist of actual instances in which the passage or
blockage of legislative bills occurred. It is never an easy task
to persuade members of Congress or state and local legislatures
to change their course of thinking, but when it happens, victory
is sweet for all!
In the following example, The C.L.A. Group's influential
efforts led directly to a legislative victory on behalf of its clients.
The Truthfulness, Responsibility and Accountability
in Contracting Act (H.R. 721) (S. 1152)
After many months of meeting with members of Congress about the
impending passage of the TRAC act, The C.L.A. Group scored a victory
on behalf of ACSM after an amendment introduced to the Department
of Defense Authorization bill was defeated.
In June 2002, the amendment was defeated 50-49.
This defeat directly supported the client's position. As a result,
it eliminated the need for the Department of the Defense to compare
government employee performance and contractor performance on activities
before offering contracting opportunities to the private sector.
